Panelist for hearings regarding discipline proposed for LAPD Officers, pursuant to amendments to the Charter of the City of Los Angeles passed in 1994. Assisted in the preparation of the amendments while a member of the Police Commission.
  • President, Cultural Affairs Commission, City of Los Angeles, October 2002-present. Appointed by the Mayor and confirmed by the City Council. The Commission is comprised of seven citizens providing advice and counsel to the Cultural Affairs Department, which provides artistic grants, manages 20 neighborhood arts centers, and exercises architectural oversight to City structures.
  • Vice-President, Los Angeles Sister Cities, Inc., November 2004-present. Appointed by the Mayor, The organization provides liaison to 20 sister cities throughout the world to promote cultural and educational dialogue.
  • Board of Police Commissioners, City of Los Angeles, June 1991-August 1993. Appointed by the Mayor and confirmed by the City Council. The Board is comprised of five part-time Commissioners responsible for civilian oversight and management of the Los Angeles Police Department, including direct (line) authority over the Chief of Police. The Department is one of the leading law enforcement agencies in the United States, employing approximately 11,000 persons and with a budget of over $987 million.
  • Board of Civil Service Commissioners, City of Los Angeles, President, 1984-1985, 1989-1990. Appointed by the Mayor and confirmed by the City Council. As one of five commissioners, responsible for the administration and direction of the Civil Service System of the City of Los Angeles, which employs over 47,000 individuals. Responsibilities included supervision of recruiting policies, employee discipline and promotion procedures and direct (line) authority over the Personnel Department of the City of Los Angeles.
